Step 23: Try on panties (keep in mind that the waist will have elastic). If needed, cut away excess rise. Don't forget that you will be turning under the elastic so don't cut them too low.
(step not shown)
Step 24: Cut elastic for waist according to pattern instructions. I used knit elastic for mine, and I had plenty of stretch. You need to make sure that your elastic will stretch wide enough to go over your hips.

Step 25: Using a wide zig-zag stitch on your sewing machine, stitch raw ends of elastic together. Go back and forth several times to make sure that you catch both sides and have a strong seam. Also make sure that your elastic is not twisted. It should be a smooth circle.

Step 26: Mark your quarter points on your elastic. You are dividing the elastic into 4 even parts.

Step 27: Mark quarter points on your panties. Please note that your front and back pieces are different widths. You will not have quarter points on your side seams.

Step 28: Match up quarter points on elastic and panties.

Step 29: Sew elastic to panties. Evenly stretch the elastic until it is the same width as the fabric, but do not stretch the fabric. Do not sew over pins!
